Sa­že­tak: Re­pu­bli­ka­ni­za­ci­ja, slo­bo­dan sa­vez dr­ža­va i po­što­va­nje ho­spi­ta­li­te­ta je­su uslo­vi ko­je Kant po­sta­vlja dr­ža­va­ma ra­di do­sti­za­nja mi­ra. Dru­gi uslov, us­po­sta­vlja­nje slo­bod­nog sa­ve­za dr­ža­va, je­ste iz­vor mno­gih ne­su­gla­si­ca Kan­to­vih in­ter­pre­ta­to­ra. Ovi pri­ka­zi se kre­ću od zah­te­va za pot­pu­nom ne­za­vi­sno­šću dr­ža­va do zah­te­va za po­sto­ja­njem su­pra­na­ci­o­nal­ne vla­sti. Osvr­ću­ći se na raz­li­či­tost pri­rod­nog sta­nja dr­ža­va od pri­rod­nog sta­nja po­je­di­na­ca, ne­po­vre­di­vost na­rod­nog su­ve­re­ni­te­ta i neo­dvo­ji­vost eti­ke od po­li­ti­ke, autor pokušava da uka­že na pra­vu pri­ro­du ovog sa­ve­za. Osnovni stav je da je ovaj fi­lo­zof od na­ci­ja-dr­ža­va zah­te­vao da stu­pe u slo­bod­nu fe­de­ra­ci­ju u ko­joj će nji­hov su­ve­re­ni­tet bi­ti u pot­pu­no­sti oču­van. Sa­mo u ova­ko shva­će­nom sa­ve­zu slo­bo­da sva­kog po­je­din­ca mo­že osta­ti ne­na­ru­še­na, što je uslov da po­stig­nu­ti mir bu­de u skla­du sa zah­te­vi­ma uma.

CENTRALIZED MONARCHY OR FREE ASSOCIATION: DOUBTS ABOUT KANT’S PROJECT
Summary
Republicanization, free association of states and hospitality are Kant’s conditions that states have to meet if they want peace. Another condition, a free association of states caused many disputes among Kant scholars. Their interpretations range from full independence of states up to supranational authority. By looking into difference between the natural state of countries and natural state of the individual, inviolability of sovereignty of people and the inseparability of ethics and politics, I tried to point to the real nation of this association. It is my opinion that this philosopher wanted nation states to form a free federation in which their sovereignty shall be preserved. This is the only kind of association which can keep every individual’s freedom intact, and is necessary to harmonize the achieved peace with the requirements of the reason (Vernunft).

Kan­to­va te­o­ri­ja pra­va i po­jam jav­nog
 
 
Sa­že­tak: Cen­tral­na tač­ka Kan­to­ve prak­tič­ne fi­lo­zo­fi­je je­ste ka­te­go­rič­ki im­pe­ra­tiv. Po­red to­ga, nje­go­vo od­re­đe­nje pra­va ne­iz­o­stav­no pra­ti i pro­blem jav­nog, i to u dva sme­ra – s jed­ne stra­ne jav­no pra­vo ko­je je ve­za­no za dr­ža­vu, a sa dru­ge stra­ne jav­nu upo­tre­bu uma ko­ja je usme­re­na ka dr­ža­vi, a pri­pa­da gra­đa­ni­ma. Oba poj­ma, jav­no pra­vo i jav­na upo­tre­ba uma, ga­ran­tu­ju naj­ve­ću mo­gu­ću spo­lja­šnju slo­bo­du i jed­na­kost gra­đa­na. Cilj ovog ra­da je­ste ra­sve­tlje­nje poj­ma jav­nog iz­vo­đe­njem iz sa­mih prin­ci­pa prak­tič­kog uma. Iako Kant nig­de ne go­vo­ri o ide­ji jav­nog, rad po­ka­zu­je da ovu ide­ju um na­me­će na­šoj prak­si. Kraj­nji re­zul­tat je da se či­ta­va Kan­to­va po­li­tič­ka fi­lo­zo­fi­ja mo­že in­ter­pre­ti­ra­ti kroz po­jam jav­nog, gde se po­što­va­nje te ide­je ja­vlja kao nu­žan uslov pra­ved­no­sti.

KANT’S THEORY OF LAW AND THE CONCEPT
OF THE PUBLIC
Summary
The key point of Kant’s practical philosophy is categorical imperative. Apart from that, his definition of law is followed by the problem of the public, and it has two aspects – on the one hand, there is public law, which is associated with the state, and on the other, there is the public use of reason directed toward the state, and it belongs to its citizens. Both public law and public use of reason guarantee the highest possible level of external freedom and equality of citizens. The aim of this paper is to shed light on the concept of the public by deriving it from the very principles of the practical reason. Although Kant never speaks about the idea of the public, this paper shows that the reason imposes this idea on our practice. The final conclusion of this paper is that Kant’s political philosophy can be interpreted through the concept of the public, in which adherence to this idea is the necessary condition for justice.

FIH­TE­O­VO OPRAVDANjE DR­ŽA­VE
 
 
Sa­že­tak: Po­tre­ba za oprav­da­njem dr­ža­ve pro­iz­i­la­zi di­rekt­no iz Fih­te­o­vih spe­ku­la­tiv­nih sta­vo­va. Čo­vek, tj. ono Ja le­ži u osno­vi sva­ke mi­sli, po­sto­ja­nja i sva­ke vred­no­sti. Njegova su­štin­ska i naj­ve­ća vred­nost na ko­joj se gra­di nje­go­vo či­ta­vo po­sto­ja­nje je slo­bo­da.Slo­bo­da je na­čin čo­ve­ko­vog po­sto­ja­nja, jer se on i od­re­đu­je pre­ko svog slo­bod­nog de­lo­va­nja. Bi­lo ko­ja dr­ža­va, da bi uop­šte po­sto­ja­la, mo­ra od­u­ze­ti deo pri­rod­ne slo­bo­de sva­kog svog gra­đa­ni­na. Usled to­ga je dr­ža­vi po­treb­no oprav­da­nje ko­je Fih­te iz­vo­di ra­ci­o­nal­nim ob­ja­šnje­njem nje­nog po­sto­ja­nja. On to či­ni ta­ko što do­ka­zu­je da čo­vek kroz svo­ju slo­bo­du ostva­ru­je pra­vo na svo­ji­nu, što zah­te­va po­sto­ja­nje ugo­vo­ra ko­ji ga­ran­tu­je si­gur­nost sva­kom po­je­din­cu. Ta­ko na­sta­je dr­ža­va di­rekt­no iz po­tre­be uma, a sa ci­ljem ure­đe­nja prav­nih od­no­sa me­đu lju­di­ma i nji­ho­vog na­pre­do­va­nja u kul­tu­ri pre­ma slo­bo­di.

FICHTE’S JUSTIFICATION OF THE STATE
Summary
The necessity to justify the state comes directly from Fichte’s speculative attitudes. Man, i.e. his I, is the core of every thought, existence and every value. The essential and highest value of man, which is the foundation of his existence, is freedom. Freedom is a means of man’s existence, because he is determined through the freedom of his actions. In order to exist, every state has to deprive each citizen of part of his natural freedom. Therefore, the state needs justification for that, which Fichte does by giving a rational explanation of its existence. He does it by proving that man exercises his right of ownership through his freedom, which requires a contract which guarantees safety to every individual. That is how the state comes directly from the need of the reason and its purpose is to establish legal relations between people and to help them progress in culture toward freedom.

Rol­so­va i Po­ge­o­va kon­cep­ci­ja
„pra­va na­ro­da“ – upo­red­na ana­li­za
 
 
Sa­že­tak: U ovom ra­du iz­lo­že­na je upo­red­na ana­li­za dva­ju sta­no­vi­šta me­đu­na­rod­ne prav­de i me­đu­na­rod­nih od­no­sa DŽo­na Rol­sa i To­ma­sa Po­gea. Osnov­ni pred­met ana­li­ze su Po­ge­o­ve i Rol­so­ve kon­cep­ci­je „pra­va na­ro­da“ kao kon­cep­ci­je prav­de za me­đu­na­rod­no dru­štvo. Pr­vi deo ra­da ba­vi se is­pi­ti­va­njem ključ­nih ide­ja Rol­so­ve te­o­ri­je me­đu­na­rod­ne prav­de iz­lo­že­ne u nje­go­vom de­lu Pra­vo na­ro­da. Dru­gi deo ra­da po­sve­ćen je Po­ge­o­voj kri­ti­ci Rol­sa i iz­la­ga­nju te­melj­nih po­stav­ki nje­go­vog shva­ta­nja me­đu­na­rod­ne prav­de ko­ja po­či­va na ide­ji in­sti­tu­ci­o­nal­nog ko­smo­po­li­ti­zma za­sno­va­nog na ljud­skim pra­vi­ma. Kr­oz is­pi­ti­va­nje nji­ho­vih sta­no­vi­šta autor­ka iz­dva­ja dva pr­o­ble­ma ko­ja, pre­ma nje­nom mi­šlje­nju, pred­sta­vlja­ju osnov­ni pred­met spo­ra iz­me­đu po­me­nu­tih fi­lo­zo­fa. Pr­vi pr­o­blem ti­če se na­či­na na ko­ji li­be­ral­na de­mo­krat­ska dru­štva mo­gu i tre­ba da to­le­ri­šu dru­štva či­je se unu­tra­šnje po­li­tič­ko ure­đe­nje raz­li­ku­je od nji­ho­vog i oprav­da­no je na te­me­lju dru­ga­či­jih fi­lo­zof­skih i po­li­tič­kih prin­ci­pa. Dru­gi pr­o­blem ti­če se me­đu­na­rod­ne di­stri­bu­tiv­ne prav­de i u okvi­ru nje­ga se raz­ma­tra u ko­joj me­ri li­be­ral­ni na­ro­di ima­ju du­žnost da pru­že po­moć si­ro­ma­šnim dru­štvi­ma ko­ja ni­su u sta­nju da us­po­sta­ve do­bro ure­đe­ne, pra­ved­ne in­sti­tu­ci­je i obez­be­de do­bro­bit svih po­je­di­na­ca ko­ji u nji­ma ži­ve. U sve­tlu Rol­so­vih i Po­ge­o­vih re­še­nja za ova dva pr­o­ble­ma autor­ka raz­ma­tra osnov­ne tač­ke nji­ho­vih shva­ta­nja me­đu­na­rod­ne prav­de: nji­ho­vu od­lu­ku da za su­bjek­ta me­đu­na­rod­nog pra­va iza­be­ru na­rod ili po­je­din­ca, nji­ho­vo tu­ma­če­nje ljud­skih pra­va, kao i nji­hov od­nos pre­ma ne­li­be­ral­nim na­ro­di­ma.

Rawls’s and Pogge’s concept of the Law
of Peoples – a comparative analysis
Summary
This paper exposes the comparative analysis of two views of international justice and international relations, presented by John Rawls and Thomas Pogge. The main subject of the analysis is Pogge’s and Rawls’s conceptions of the “Law of Peoples” as the conceptions of justice for international society. The first part of the text examines the major ideas of Rawls’s theory of international justice exposed in his book The Law of Peoples. The second part of the text deals with Pogge’s critique of Rawls and expounds the main ideas of his version of international justice based on the idea of institutional cosmopolitism founded on human rights. Through examination of their views, the author distinguishes two problems which, in her opinion, present the main clashing point between the two philosophers. The first problem concerns with the way in which liberal democratic societies can and should tolerate other societies whose political system differs from their and is justified on the basis of different philosophical and political principles. The second problem deals with international distributive justice and examines whether the liberal peoples have a duty to help poor societies which are not able to establish well-ordered, just institutions and the well-being of all their members. In terms of Rawls’s and Pogge’s solutions for these two problems, the author considers the key points of their views on international justice; their decision to take individuals or peoples as subjects of international law, their interpretation of human rights, as well as their relation to the non-liberal peoples.

Dve ide­je o na­stan­ku i bu­duć­no­sti
na­ci­ja
 
 
Sa­že­tak: Je­dan od naj­va­žni­jih pro­ble­ma te­o­ri­je na­ci­je i na­ci­o­na­li­zma je­ste de­fi­ni­sa­nje poj­ma na­ci­je. Ovaj pro­blem pod­sti­če de­ba­tu o objek­tiv­no­sti ele­me­na­ta ko­je po­jam na­ci­je uklju­ču­je, kao i ne­do­u­mi­ce po­vo­dom nje­go­vog na­stan­ka. Kao mo­gu­ći od­go­vo­ri nu­de se dve te­o­ri­je. Te­o­ri­ja Er­ne­sta Gel­ne­ra, ko­ji je za­stup­nik mo­der­ni­stič­kog mo­de­la, dr­ži sta­no­vi­šte po ko­jem je na­ci­ja pro­iz­vod uslo­va mo­der­ni­za­ci­je, ne­što što je na­sta­lo i stvo­re­no, pa za­to mo­že i da pro­pad­ne, tj. da bu­de pre­va­zi­đe­no. Na­su­prot nje­mu, En­to­ni Smit tvr­di da ko­re­ni na­ci­je se­žu u pred­mo­der­no do­ba, što im­pli­ci­ra nje­no po­sto­ja­nje i tra­ja­nje ne­za­vi­sno od dru­štve­nih uslo­va.

ERNEST GELLNER AND ANTHONY SMITH: TWO IDEAS ABOUT THE CREATION AND FUTURE OF NATIONS
Summary
One of the most important issues of the theory of nation and nationalism is how to define nation. This issue gives rise to a debate about the objectivity of elements included in the concept of nation and doubts about the formation of this concept. There are two theories which could answer these questions. According to Ernest Geller, a proponent of Modernity, nation is a product of modernization, something that was formed and created and can therefore perish, i.e. become outdated. On the other hand, Anthony Smith claims that the roots of nation can be found in Premodernity, which implies that it exists independently of social conditions.

Sa­že­tak: U ovom ra­du mo­ral­ni sta­tus sa­vre­me­nog ka­pi­ta­li­zma ana­li­zi­ra se sa sta­no­vi­šta uti­li­ta­ri­stič­ke, Kan­to­ve i Rol­so­ve etič­ke te­o­ri­je. Struk­tur­ni ele­men­ti po­slo­va­nja u ka­pi­ta­li­zmu pod­vr­ga­va­ju se pro­ce­na­ma usa­gla­še­no­sti sa prin­ci­pom ko­ri­sno­sti, ka­te­go­rič­kim im­pe­ra­ti­vom i prin­ci­pi­ma prav­de, na­ro­či­to sa dru­gim prin­ci­pom. Dok je sa uti­li­ta­ri­stič­ke po­zi­ci­je ka­pi­ta­li­zam pot­pu­no pri­hva­tljiv, i sam pred­sta­vlja svo­je­vr­sno ote­lo­tvo­re­nje uti­li­ta­ri­stič­kog prin­ci­pa, do­vo­di se u pi­ta­nje oprav­da­nost ka­pi­ta­li­stič­kog si­ste­ma iz ugla dru­ge dve etič­ke te­o­ri­je. Ana­li­za in­di­vi­du­al­ne mo­ti­va­ci­je i mo­ti­va­ci­je kor­po­ra­ci­ja za eko­nom­sko de­lo­va­nje, od­nos te­o­ri­je dru­štve­no od­go­vor­nog po­slo­va­nja i te­o­ri­je za­in­te­re­so­va­nih stra­na mo­der­nih kor­po­ra­ci­ja, po­tom i pi­ta­nje eko­nom­skih slo­bo­da, sta­vlja­ju se u kon­tekst raz­ma­tra­nja.

This pa­per de­als with the mo­ral analysis of the con­tem­po­rary ca­pi­ta­lism from the per­spec­ti­ve of uti­li­ta­rian and Kan­tian et­hics, as well as from the per­spec­ti­ve of the Rawls’s the­ory of ju­sti­ce. Com­pa­ti­bi­lity of bu­si­ness struc­tu­ral ele­ments with the uti­lity prin­ci­ple, ca­te­go­ri­cal im­pe­ra­ti­ve and the­ory of ju­sti­ce, is be­ing as­ses­sed. Ex­pli­cit ade­qu­acy bet­we­en uti­li­ta­ri­a­nism and ca­pi­ta­li­stic prin­ci­ples is pre­sen­ted, whi­le such ade­qu­acy with ot­her et­hi­cal the­o­ri­es is be­ing in­qu­i­red. In­di­vi­dual as well as cor­po­ra­ti­ve mo­ti­va­ti­ons for eco­no­mic con­duct on the mar­ket, so­ci­ally re­spon­si­ble bu­si­ness and sta­ke­hol­der the­ory of mo­dern cor­po­ra­ti­ons, as well as eco­no­mic fre­e­dom con­cept, are be­ing analyzed in the fra­me­work of the pa­per.

Sa­že­tak: U ovom član­ku autor raz­ma­tra te­o­rij­sku i prak­tič­nu kon­cep­ci­ju bi­o­po­li­ti­ke An­to­ni­ja Ne­gri­ja i Maj­kla Har­ta ka­ko su iz­lo­že­ne pre sve­ga u de­li­ma Im­pe­ri­ja (Em­pi­re) i Mno­štvo (Mul­ti­tu­de). Ana­li­zi­ra­ju­ći ide­ju o bi­o­mo­ći kao ka­rak­te­ri­stič­noj za sa­vre­me­nu im­pe­ri­ju, autor se usred­sre­đu­je na pi­ta­nja pa­ra­dig­me ra­ta i mi­ra kao pro­sto­ra bi­o­mo­ći, tj. na na­či­ne na ko­je se Fu­ko­o­vo i sa­svim dru­ga­či­je Agam­be­no­vo raz­u­me­va­nje bi­o­po­li­ti­ke pre­pli­ću u ar­ti­ku­la­ci­ji „mno­štva“ kao no­vog po­li­tič­kog su­bjek­ti­vi­te­ta. U dru­gom de­lu ra­da eks­pli­ci­ra se ide­ja „bi­o­po­li­tič­ke pro­iz­vod­nje“ kao kon­sti­tu­tiv­na za mi­sao o „po­zi­tiv­noj bi­o­po­li­ti­ci“. Autor ar­gu­men­ti­še da na te­me­lju raz­li­ke iz­me­đu Im­pe­ri­je i Mno­štva, od­no­sno raz­li­ke iz­me­đu mo­guć­no­sti de­mo­krat­skog su­ve­re­ni­te­ta i opo­vr­ga­va­nja ta­kve mo­guć­no­sti to pred­sta­vlja od­lu­ču­ju­će me­sto su­sre­ta fi­lo­zof­skog i po­li­tič­kog kod Har­ta i Ne­gri­ja i isto­vre­me­no me­sto gde se po­ja­vlju­ju naj­ve­ći iza­zo­vi za nji­hov pro­jekt.

THE BIRTH OF THE MUL­TI­TU­DE AND
THE POWER OF BI­O­PO­LI­TICS IN HARDT AND NE­GRI
Sum­mary
In this ar­tic­le the aut­hor con­si­ders the the­o­re­ti­cal and prac­ti­cal con­cep­ti­on of bi­o­po­li­tics in An­to­nio Ne­gri and Mic­ha­el Hardt, as they are exposed first and fo­re­most in Em­pi­re and Mul­ti­tu­de. Analyzing the idea of biopower as a cha­rac­te­ri­stic of con­tem­po­rary em­pi­re, the aut­hor fo­cu­ses on the is­su­es of pa­ra­digm of war and pe­a­ce as the spa­ce of biopower, i.e. on the ways in which Fo­u­ca­ult’s and com­ple­tely dif­fe­rent Agam­ben’s un­der­stan­ding of bi­o­po­li­tics interwine in the ar­ti­cu­la­ti­on of the „mul­ti­tu­de“ as the new po­li­ti­cal su­bjec­ti­vity. In the se­cond part of the es­say, the idea of „bi­o­po­li­ti­cal pro­duc­ti­on“ is explicated, as con­sti­tu­ti­ve for the tho­ught of „po­si­ti­ve bi­o­po­li­tics“. The aut­hor ar­gu­es that on the ba­sis of dif­fe­ren­ce between Em­pi­re and Mul­ti­tu­de, i.e. the dif­fe­ren­ce between the pos­si­bi­lity of de­moc­ra­tic so­ve­re­ignty and dis­smi­sal of such pos­si­bi­lity, re­pre­sents the de­ci­si­ve mo­ment of en­co­un­ter of the phi­lo­sop­hi­cal and po­li­ti­cal in Hardt and Ne­gri and si­mo­ul­ta­ni­o­usly the spa­ce where the gre­a­tes chal­len­ges for the­ir pro­ject emer­ge.

Kao du­bo­ki po­zna­va­lac dru­štve­no-isto­rij­skih fe­no­me­na i, po­seb­no, po­li­tič­ke di­na­mi­ke sa­vre­me­nog sve­ta, Aron je uve­li­ko uti­cao ka­ko na raz­voj no­vi­je dru­štve­no-te­o­rij­ske (fi­lo­zof­ske i na­uč­ne) mi­sli, ta­ko i na ob­li­ko­va­nje glav­nih obra­za­ca ide­o­lo­škog mi­šlje­nja na „za­pad­noj stra­ni“ do­ne­dav­no di­ho­tom­no po­de­lje­nog sve­ta. U ra­du su pri­ka­za­ni ključ­ni mo­men­ti Aro­no­ve bo­ga­te in­te­lek­tu­al­ne bi­o­gra­fi­je i kri­tič­ki su ana­li­zi­ra­ni nje­go­vi do­pri­no­si fi­lo­zo­fi­ji isto­ri­je, so­ci­o­lo­gi­ji i po­li­ti­ko­lo­gi­ji kao li­be­ral­nom po­li­tič­ko-ide­o­lo­škom kor­pu­su.

OF RAYMOND ARON
Summary
Raymond Aron is a notable late-twentieth century thinker. Being more than conversant with social and historical phenomena and political dynamics of the modern world, Aron had a great impact on modern social theory thought (both in science and philosophy) and on shaping the main patterns of ideological thought of the “western side” of the world which was until recently divided between two opposites. This paper presents key moments of Aron’s rich intellectual biography and gives a critique of his contributions to philosophy of history, sociology and political science, which form a corpus of liberal political ideology.

Sa­že­tak: U ovom ra­du autor go­vo­ri o to­me ka­ko je u po­sled­njih ne­ko­li­ko go­di­na do­šlo do vr­lo iz­ra­zi­te kri­ze mo­ra­la kod mla­de ge­ne­ra­ci­je. Pre­zen­tu­ju se re­zul­ta­ti mno­gih is­tra­ži­va­nja, spro­ve­de­nih u po­sled­njih de­se­tak–pet­na­est go­di­na me­đu mla­dom po­pu­la­ci­jom u Sr­bi­ji, ko­ji po­ka­zu­ju da su se­bič­nost, he­do­ni­zam i in­di­vi­du­a­li­zam po­sta­li naj­do­mi­nant­ni­je mo­ral­ne vred­no­sti, vred­no­sti ko­je su pri­hva­će­ne od naj­ve­ćeg bro­ja mla­dih lju­di. Na­su­prot dru­gim, pro­so­ci­jal­nim vred­no­sti­ma. Pre­ma mi­šlje­nju auto­ra, ovo ne­dvo­smi­sle­no vo­di u kri­mi­nal sva­ke vr­ste, a pr­ven­stve­no vo­di u ko­rup­ci­ju. S dru­ge stra­ne, pri­su­stvu­je­mo i kri­zi auto­ri­te­ta uop­šte, svo­je­vr­snom skep­ti­ci­zmu i mo­ral­nom re­la­ti­vi­zmu, a što, ka­da je u pi­ta­nju sud­stvo, obič­no ima vr­lo ne­po­volj­ne po­sle­di­ce na pad po­ve­re­nja u pra­vo­su­đe, od­no­sno da­lje na ši­re­nje ko­rup­ci­je. Na sve to, pre­ma mi­šlje­nju auto­ra, na­do­ve­zu­ju se i pro­ble­mi u ve­zi sa rat­nim do­ga­đa­nji­ma na pro­sto­ri­ma biv­še SFRJ, ko­ji su pro­du­blji­va­li sva­ku vr­stu kri­ze, pa i mo­ral­ne.

THE CRISIS OF MORALITY AND THE CORRUPTION
Summary
There is a link between corruption and crisis of morality Here, there are presented some researches in which it is shown that the young generation has accepted in the last few years in Serbia some new moral values based on selfishness, individualism and hedonism. The new spirit of time promotes new values as something desirable and socially acceptable. All of that was promoted especially in the mass-media. The author in this text speaks also about the moral scepticism of the man in the twentieth century. There is a problem of crisis of the authority generally speaking, especially crisis of the authority of some very important social institutions, such as family, church, judiciary. In that sense the untrust in judiciary, the belief that judiciary is corrupted leads to the corruption. In the media there were, in the last few years, many texts and comments given by politicians and some experts, in which it was explicitily said that the judiciary was corrupted. That situation had very negative impact on the normal work of the judiciary. There are aslo some other factors that had and still have influences on the crisis of morality and the author mentioned some of them.Behaivor of politicians usually is the example for the others. It also has to be said that almost everything that so called international community did in the crisis of former Yugoslavia was the negation of justice and morality and had the negative impact on the crisis of morality in Serbia Ordinary people in many situations had the opportunity to see that the power is above the law.

This paper is devoted to the 150th anniversary of St. Andrew’s Day Assembly in Serbia and gives an analysis of its legal and political structure, activities, the most important decisions and criticizes the contemporary intellectual and political elites of Serbia, which did not properly mark this anniversary, which bears great significance for the history of Serbian state and legislation.
